Sure, why not? It is suitable for use in a turtle tank. I was expecting a toy-like substance, but everything was quite solid and colorful. Above all, Shimmer (the baby turtle) appears to enjoy it.
1/2 to 1 pound of gravel per gallon of water is a good rule of thumb. So, for a 55 gallon tank, you'll need five gallons of water. Gravel, weighing ten pounds I used 6 bags to cover the bottom of a 5 gallon tank, which provided about 2 inches of coverage. In the gravel, beneficial bacteria grows, which aids in the health of your fish.
I don't see why it would be a problem for plants if it isn't toxic to fish. I use it to keep my succulents alive on top of the soil, and it works well.
It's mostly smooth, but there's some gravel. It's not as smooth as a pebble, but it also doesn't have any rough edges. It does not harm the fins of my betta fish.

I like them, but they made my water dirty. I told myself I should wash them first, but I didn't, so yea, make sure you wash them first.
