I am unable to provide a definitive answer. At around 5000 feet above sea level, I live near Boulder, Colorado. Overnight lows in the teens are common in the winter. The heater is placed in a standard shall birdbath, which holds about a gallon of water. It has been extremely effective in preventing the bb from completely freezing over. The water used to freeze solid overnight if I didn't use it. Birds now drink from a circular area around the heater that is about a foot in diameter. I believe that it will be determined by the depth and diameter of your fountain. The heat does a good job of keeping the water close to it from freezing. I don't know how hot it will get. However, your temperatures aren't nearly as cold as mine.
The temperatures listed here are clearly incorrect. It is the responsibility of the company to correct it.
I didn't do any comparisons with the model numbers you provided. However, I notice that the same company produces two very similar-looking products. This will set you back $31. The first one costs $99, while the second one costs $34. So, I have a question that is similar to 99. The only difference I see is whether or not it heats the water, which I can tell by reading the descriptions carefully. This one includes a list of water temperatures as well as the word "heat." The $34. It is stated several times by 99 that it does not heat the water but only de-ionizes it. ices. The water does not feel warm, according to a customer question.
My deicers didn't get much hotter than 50 degrees. They've done an excellent job, and the animals all enjoy drinking the water while the deicer isn't disturbed.

It maintains a temperature of 77°F to 109°F in the water? Yes, that is correct. This heater never turns off, so if you enjoy paying for heated water that you don't require, this is the heater for you. I'm going to add an external temperature switch that will only turn on if the temperature drops below freezing.
Because our birdbath is mounted on the deck railing, it was simple to plug it into an outlet. However, you'll need an extension cord for outside use. The heater is extremely heavy, so there's no risk of it falling out of the birdbath, and it appears to be indestructible! In New England, nighttime temperatures are beginning to drop into the 30s, but no ice has yet to form. The birdbath is being used extensively by the birds for drinking and bathing. Unsafe. For a month, this worked, but then it started shorting out. I was lucky enough to have it plugged into a GCFI outlet. I took it inside to make sure there wasn't any moisture in the plug. I wiped the plug clean and left it to dry for 24 hours. It shorted out once more. It was a huge let down. I'll contact the seller about returning the item via Amazon.
This is the most incredible thing that has ever happened to me. I made sure my birds were fed throughout the summer and fall, and I figured they should be able to drink water as well in the winter. The cord is a little short, but I believe that is for safety purposes. I got to the outlet by using a heavy-duty extension cord. Excellent purchase.
This product is well-built structurally, but the built-in thermostat is poorly designed for its purpose, keeping the water too warm at more than 80 degrees (tested) during cold weather. The bird bath heater is an excellent value. The cord is short and clearly states that it should not be used with an extension cord, but that would be impossible! I obviously used an extension cord, and it works perfectly! It's also a little more attractive than the previous all-metal one I had.
I bought this in October of 2020 to replace a different brand that had failed after only two years. While I cannot comment on the heater's longevity, I can say that it is currently - It's 10 degrees Fahrenheit, and the birdbath's rim is iced over, but the center is still liquid. I provide feed and water all year, and I believe that keeping water available even in the coldest temperatures is critical. In a sense, I've taught the birds to rely on me for food, so it's up to me to keep them fed. This heater has kept my word, and I would highly recommend it!.
