My Toyota 4Runner did not need washers as they did not come with them. The strut mounts were needed and had to be ordered separately from the vendor since they were not included in the package.
My guess would be gas, but I am not certain.
The vendor sent some to me among the reviews, but other reviewers claimed they didn't and had to get the vendor to send them.
They're shown in the picture, so I would assume that's the case.......
