This is the DE-standard, which is a very old controller connector standard. It was first released in the middle of the twentieth century. Sega discontinued the Genesis in the late 1990s, but it was still in use in the 1970s. The last video game console built around a DB-drive was the Sega Saturn. 9/DE- The Panasonic 3DO was the 9th connector. Everyone used proprietary connector designs from 1996 to 2002, and then, starting with the PS3 and XBox 360 game consoles, manufacturers opted for wireless controllers with USB as a backup.

The issue is that one picture depicts a joystick (which I thought I was ordering), while the other depicts a standard controller (which I received).

Despite being the ugliest controller ever, it feels great in the hand and is a great replacement for the unwieldy original SMS control pads.
