Yes, the transmitter throttle stick can be used to program it. But brakes can be programmed; in fact, it can be programmed; however, I don't recommend it because it may intermingle the program if not done properly.

Is it possible to use a drone with this?

Yes, it functions flawlessly.

After a low cutoff and a cycle of the throttle, the engine will not restart

It works fine, but when the battery is low, it won't restart after you cycle the throttle.
