According to the technical definition, yes. This is a regular metal pan, and it's safe to use.

From the look of it, it's 18 gauge steel! This is a very stiff aquarium, and it's welded very well. I filled mine with water, and it did not leak at all. It is likely that you will be satisfied with your purchase.

A plastic mud pan would not achieve that level of cleanliness. I had a red plastic mud pan and I noticed bits of red plastic in the compound as I picked it up every so often. I don't see an issue with that. You can use the edges of your trowel to clean excess material. This is just a little tip that I learned from some old-school If you're just going to use compound straight out of the bucket, go straight to the first coat. Then add a few drops of clear ivory liquid to the second shot. As if it were warm butter, the mud spreads easily. Put on one more coat for the last coat.
