Those would be the bottom recesses that measure 5 inches across by 1 inch high There is a 12" drop. My husband just went out and measured them for you (the top recess has an eagle and the middle recess says US MAIL).

Although it appears to be well-made, I was surprised to find that it would not fit on its intended I had to cut 3/16 inches from the wooden base of the Gibraltar mailbox to be able to mount them, but both claim that they are approved by the Postmaster General. My neighbor made the cut for me using a table saw (thanks to him, I didn't have to). As of today, I have measured several other mailboxes, and I can confirm that the distance between the rails of the Gibraltar mailbox is not the same as that of other mailboxes An absolute requirement.
