Any age will do. They're about the same size as a kickboard and are designed for bodysurfing. The rider swims out with it and "planes up" on it as they ride; if you're looking for a small bodyboard, the Tribe Grunt 34" or the Science Pro Tech 32" are good options. Even for small children, 21" is too small to be used as a bodyboard.

Sun-induced bubbles! After floating in the pool in direct sunlight for a few hours, the board developed a large bubble in the center; we never leave it in the pool when we aren't using it

This is more of a swimming pool board than a boogie board

There's no leash, and it's a tiny dog. The item is as described, but it is small. It would be suitable for a child if it did not lack a leash. Excellent for the pool, once again! A boogie board isn't one of them.
