It was far too big for my Granddaughter, who weighs 24 pounds and 2 1/2 inches.
I ordered a small for my Granddaughter, who is 2 1/2 and very petite, and it was way too big, definitely not a small, and the vest had M for size. The seller insisted I got a small, and they said there was no way to know because I had already thrown away the packaging. They don't have a small size to fit, despite the fact that they stated that it should fit from the age of one. Their small would be too small for a five-year-old.
No, the USCG hasn't given it their approval.

The vest is well-made and has a good amount of security. She's not going to be able to unbuckle the FOUR buckles and zip herself out! She's still figuring out how to stay afloat in the water. We don't let go of her because the vest makes her float on her back. She will be able to float in the water once she has become accustomed to the water and this vest. We ordered the smallest size for her, but there is a 2 inch gap between her shoulders and the vest when she is in the water, so it isn't exactly a "perfect" fit. We were unable to locate a smaller vest on the market. This isn't a major concern because she is never left alone. While she is in or around the pool, the vest provides her with security and gives us peace of mind.
When my small child fell into the water while wearing one of these, it literally held her down in the water, face down. DO NOT BUY THESE LIFE JACKETS unless your child is an excellent swimmer.
This life vest will only work if your child knows how to stand up straight, otherwise their head will submerge.
Fits snugly, is secure, prevents flipping, and has a piece for the crouch area to protect the child from the strap. It's perfect for my three-year-old.

The back handle immediately ripped. On my 16-month-old, the vest fit much better than I had hoped. The back handle ripped off before I could even lift my child off the ground, so I'm only giving it three stars. I'm glad I put it through its paces on her before attempting to pull her out of the water.
Although it fits well, the fabric is of poor quality. As I was putting it through its paces, the strap ripped. In an emergency, this is definitely not a good option.
