When using a jump rope, I suppose you could put it under a carpet for added cushion. I wouldn't leave it outside in the weather because I don't think the rubber material would withstand the elements and begin to deteriorate. It would probably be fine if you took it outside to use it and then brought it back in, but I wouldn't leave it outside.
There was no odor to it at all.
For exercise equipment, a good thickness is desirable.
I've never gotten a shock from static buildup while working out. Because it's made of rubber, I don't think you'll get static electricity buildup like you would with felt or vinyl.

This was purchased as part of our concept 2 rowing machine. It's nice and thick, doesn't move around much, and is also very easy to clean. I'd suggest it.
I wasn't expecting this product to be as good as it was. The words "durability" and "thickness" were key selling points for me. I was hoping it would be similar to the one I have for my Nordic track, but it isn't even close. When I use my Total Gym, the pad is so thin that it moves around on my hardwood floors. I advise you to spend a little more on a good pad. Get one from a local fitness store; the one I got was excellent!.

I use this mat in conjunction with a MaxKare water rowing machine, and I'm very happy with the results. This mat not only protects my laminate floor but also absorbs some shock. It's simple to clean, and it came with a slight odor that vanished after wiping it down with Clorox wipes (which are now available locally!). When unrolled, it stays flat. PVC is my preferred material over rubber because I find rubber to be too bouncy.
There are no issues. It's what I use under my Sole F 80 treadmill in my apartment. I didn't want the grease to spill all over the carpet. It's the right size. I was hoping it would arrive before the treadmill assembly team so they could build the treadmill on top of it, but it didn't, so my son and I had to get it under the treadmill ourselves. We had to work a little harder than usual because the tread is thick and the mat was buckling, but we persevered and got it under there in about 15 minutes with no bumps or buckling. It has performed admirably. There were no problems, and I was very happy.
It's flat and black, and I had it laid out flat on the floor about an hour later after carefully following the assembly instructions. (Or it could be a minute. ).
I chose this for our heavy eliptical machine because it was less expensive than others and was 8' long rather than 6. 5'. We required the additional length. There isn't much to say about it except that it fulfills our requirements perfectly. It protects the floor, is stationary, provides a subtle cushion, and collects any sweat. I didn't notice the odor that others have described, or it was very mild. I'll update if anything changes, but it appears to be a fantastic buy.
I've had this mat for two months and it's still going strong. My massive Sole F80 treadmill can be covered by the dimensions. This mat has a premium appearance and feel to it.
