The pinhole is actually 7/32" in diameter. It's a little bigger than 1/8" but not quite as big as 1/4". An M5 bolt will fit perfectly here.
These are not load rated, but when mounted properly, we've had success with them up to 50 pounds.
Doubtful. Underneath the mounting plate, the weld would be. However, with these, I wouldn't recommend more than a few pounds.

I bought a high-quality leather medical satchel with a wide mouth that was almost perfect for what I needed. To improve buggie security, I drilled out the pop rivets and bolted ten of these to my Cargo Basket. Now I'm confident that the hooks on these D rings will always stay in place.
I ended up purchasing three of them. The stainless steel construction is nice, and the price is reasonable. They were used to add lashing points to a sailboat, along with a large backing washer.
Given their size, they are sturdy and well-made.
Excellent tie-down points that are simple to set up.
