What exactly do you mean when you say "locking buckle"? Metal is used to attach the hook to the dog's harness. This device is one of my favorites, and it's in every one of our vehicles.
You could attach it to the dog's collar, but if the car swerved or came to a sudden stop, the dog's neck would be strained, potentially causing injury. Bad idea.
This restraint is perfect for my 80-pound lab/pit mix. If she moves around, it does not become tangled around her feet. Another advantage is that it has some give, so if I have to make a quick stop, she won't be thrown around.

I bought two different types of dog seat belts from Amazon at the same time because I found that the ones that attach to the vehicle seat belt still allowed my small dog to hit the floorboard or dashboard and did little to further restrain him. This model's headrest attachment is simple to attach or remove (from the headrest or from the pet), and it's high enough to allow the dog to move around on the seat while also keeping him from falling out. The bungie appears to be useful for quick stops, as it keeps the harness from becoming a source of injury.
AMAZING! It literally saved my life! My baby girl can relax and not be bothered, but she can't get out of the front seat! SAFE! I'm so glad I got this for our 44-hour drive--she's calm, and my anxiety is under control.
This is ideal for my needs because it does not require the use of a seat belt and instead simply slips over the front seat's headrest. My small dog rides in the front passenger seat (airbags are weight-based), and this tether allows her to lie down in her car seat or stand and look out the window without fear of flying around the car if I have to brake suddenly.
I was hesitant to buy this product because I couldn't see how it would work, but I went on faith, believing and hoping that my puppy would be restrained because she gets very excited when we're in the car.
