The best is not the best

There were two packs in my package. Two of the flowers were given to my mother and two were planted. Despite that, only some of the seeds germinated. I think maybe 1/4 germinated the rest did not grow. Reviewers gave them positive reviews, so I bought them. Can that be the reason they sell a double pack for just a slight premium over.
