Can they make one with line marking, or do they make one already with line marking?

At major whole notes, there are dots on the side of the neck signifying the location of the frets. To stay on pitch, you need to pay attention to your hearing as with any fretless neck. Using the dots will help you get close to your goal. You're going to love this neck, I promise.

Is there a finish on the headstock and the back of the neck and can I spray aged toner or lacquer on them?

It may be poly. I am not certain of the finish. You should be able to tell just by looking at their website specs. There might have to be a stripping, toning, and finishing step ahead, but I have no idea about aging toners

Can you tell me the size of the tuner holes? My hipshot ultralight club head tuners will fit on this neck and I'm wondering if I can use them in this build?

There are exactly 18mm tuner holes, so it is not about 18 mm as stated by the other guy. A "stock" j or p bass, whichever that is, is not the correct answer either. The import tuner 18mm size fits them. In other words, that's An inch is 70 centimeters. In the Hipshot Ultralite line, there are 4 models in two sizes of peghead holes, both of which are too small, the smallest measure 14mm and the largest 16mm. For tuning, you will need an import tuner such as a Hipshot HB7.

There's an issue with the tension rods

In the beginning I really enjoyed this neck, but now I find it annoying to play as after adjusting the truss rod it bows back. Originally, I rated it as a five-star neck, but after six months the neck continues to bend back after it was adjusted.
