The package says store, but the envelope says refrigerate - The temperature is 18 degrees Celsius. Is it better to keep this in the fridge or freeze it?

Is it safe to eat if you don't keep it in the freezer? I bought it a while ago, but I didn't realize it needed to be frozen, so I kept it in my refrigerator. Is it possible for me to continue using it?
