No, I do not believe that is true. I believe the hole in the vent should face upwards toward the ceiling. There is a part inside the vent that must be at the bottom of the vent in order for the hole to be clear so that cold air can exit the radiator. When the part heats up, it expands to block the hole and close the vent, allowing the radiator to heat up while the vent closes.

I purchased six valves and installed three of them right away. When the steam started to come through, all three of them made a click-clack-clack-clack-clack-clack A series of clanging noises can be heard. They were loud enough to jolt me awake from a deep slumber. I took them out and sent them back to the seller after a few days. I have yet to hear from the seller after more than a week. Poor service and a bad product.
They gently expel the air. When the radiator reaches its maximum capacity, it closes. Also, and perhaps most importantly, it opens and closes for a brief period to relieve any excess pressure. So far, everything has gone well.
It's quiet, but it's a bit pricey.
It does what it's supposed to do and is extremely quiet.
I bought seven of these for our single-family home. steam radiators need to be lined They work well and are dependable.
