Is this part used to convert a MT1 tailstock to a MT2 attachment?

It is, but it is still rather pointless because MT1 is only used by smaller tools, and this attachment will take up the majority of the available space once you've inserted whatever you're putting in it (my MT2 drill chuck, including taper, is 8" OAL).

I use this on my smaller lathe because all of my 1M pen mandrels aren't as accurate as my more expensive 2 mandrels, but I can still use them on my smaller lathe. This adapter is accurate, or at least it is in my case.
