I expect the holes to line up when I purchase an OEM Festool interface pad for my RO 150. Although the larger holes are lined up, some of the smaller holes are missing. The same issue can be found on Festool's own protection pads (the thin Velcro-backed ones). Only ones), as well as their sandpaper (I'm comparing Granat and Saphir). For comparison, I have the RO 150's hard, standard, and soft hook and loop disks, all of which have the same hole pattern. Their sandpaper and interface pads appear to be missing a few holes, but the protection pad has an extra strange pattern with extra small holes in places that don't line up, as well as missing holes.
