I got two sets of 16 as well, just like you. That's what I saw when I looked at the picture (after I bought them, of course), though I'm not sure why we'd want two of the same thing.
Not sure if it's been measured precisely, but it's most likely four. 5 ounces. It's only a quarter of a cup of coffee.

Totally adorable and well worth the (reasonable) price; my only complaint is that the lids are a little difficult to open. When I remove the plastic lid, the entire top comes off with it. I used washi tape to wrap around the rim of the lid, and it works great.
They came with plastic lids, two of which were cracked; the seller should inspect them before sending them out; otherwise, they were exactly what I needed.
The powder shakers are nice in that the lid is very easy to remove, but not so easy that it falls off. I bought these to give as gifts, but I wanted to check them out thoroughly first. To keep your item fresh, there is also a protective lid. The steel has a nice feel to it, and the mesh isn't too thin. The stencils are made of thin plastic, but there are a lot of them to choose from, so it's not a big deal.
I used one for sugar/cinnamon, one for powdered sugar, one for cocoa, and one for flour to dust cake pans and surfaces before kneading bread.
With a fine wire mesh top for even sprinkling, it's very effective. After you've put the top on, don't forget to twist it closed.
Each one has a solid lid as well as a fine shaker lid that are well-fitting. Mine has a variety of uses for me. Sugar, spices, flour, cocoa powder, and cornstarch are all used in the confectionery industry. I'm thinking of new ways to use them every day, so I'm going to order more.
