Yes, this tank has a capacity of 60 gallons.

Is there any way to tell how tall the whole thing is with the top caps on?

This is a tank that should not be purchased. Mine only lasted about a year before the tabs snapped and the weld points began to leak.

Is the tank's height equal to or lower than the bed rails? My 2014 chevy 2500hd has a Tonneu bed cover. ?

The cap rests on top of the rails.

This tank is of exceptional quality

Good installation hardware, good welds, and a substantial fuel cap make this a high-quality product. It was possible that the packing could have been more efficient. It's a miracle it wasn't damaged given the lack of protection. The box was strewn about like a rag doll. The Amazon driver slammed it into the garage with such force that I could hear it inside over the television.

The tank itself was just like it said it would be. The shipping, on the other hand, left a lot to be desired. It had to be returned because it was dented and scratched when it arrived. Due to UPS's error, the seller was a breeze to work with.

I really like how it looks and how it's put together. The fill cap is attractive, but the coating is easily scratched. If I could do it all over again, I'd get the silver one because I'll most likely end up sandblasting this one once it starts to look bad.

My drain plug and one of the brackets were bent, so I suggest they improve the product's boxing and packaging. I also have paint that has started to peel away. Perhaps they should just make it available in chrome.
