Is this compatible with a 1970 VW sand rail?

It will if it has an oil cooler in the "doghouse" (offset). Check the back driver side of the fan shroud for a "protrusion" from it, as 1970 was a mixed bag of coolers, some inline, some doghouse. If that's the case, you've got yourself a doghouse cooler!

Hello, is this for the 1600cc or 1300cc engine, or do I need to purchase the extension kit?

This was for a 1600cc "doghouse" oil cooler (offset cooler) and NOT a 1300cc "inline" oil cooler.
