Is the clamp made of galvanized steel with a plastic coating? Which galvanized version are you talking about? There are two of them. ?

What's the difference between galvanized steel and electrogalvanized steel? If you are a vendor or manufacturer, please only respond. ?

The electro galvanized finish is smoother and nicer, whereas the hot-dip galvanized finish is rougher and less attractive. Dipped galvanized steel has a thicker layer of protection and is more corrosion resistant.

When the bolts are completely tightened, what is the inside diameter? Only respond if you have a specific measurement in mind. ?

When fully tightened, my 1 1/4" clamp measures 1 1/2" on the inside. Even with the bolts not completely tightened, it fit snugly on the 1 1/4" pipe.

When fully closed, how big is the inside diameter?

A 4" pipe has a diameter of 4 inches on the outside. 5". The clamp will be slightly less than four inches when fully closed. If the pipe is slightly smaller than 5", wrap duct tape around it to better fit the clamp; if the pipe is slightly smaller than 5", wrap duct tape around it to better fit the clamp.
