No, it converts velcro style to sticky pads, and it works great. I used one to sand a 1951 pickup back to bare metal, which had seven layers of paint on it, and I'm still using the same one.

Is it true that this adapter has "loops" on one side and smooth vInyl on the other?

Yes, that is the case.

Is there a way to convert my PSA disc sander to accept hook and loop pads using this method?

In all likelihood. It's made in a particular way. It has a Velcro side that is glued to a flat, slick side that will accept the peel and stick method. Only by gluing it to your slick pad on the sander with 3M adhesive and leaving the hook and loop side down could you reverse it. The C Red Line Sticky Discs 01773 (01773) is the most aggressive sand paper I've ever come across! Industrial Abrasives is where I get it. All of the hook n loop papers I've tried, and I've tried a lot of them, are far inferior! It is only available in PSA and not hook and loop. These conversions last a long time, but it can be difficult to remove a worn-out paper from the pad when it's cold. I'll warm the paper up quickly with a hair dryer, and it'll peel right off. If you've been sanding and need to switch it out, it's no problem because it's already warmed up!.

Does exactly what it claims to do,,,and saves a lot of money on sandpaper. I use rolls of PSA paper because it's much less expensive than hook it. A fantastic purchase!.
