Plastic would be easy to punch through with such a tool. It is used to punch through leather that is 3/16" and less and it does so effortlessly.
No experience with cutting felt, but it should be able to since it can cut It is hard for me to say.
In terms of packaging for this tool, it does not have a manufacturing country on it or etched into it. It is an exceptional tool for what it is intended for - it can calculate everything from angles to distances. The leather belt material is punched with holes of varying sizes throughout.
I have two uniform belts which are a lot thicker than dress belts. I am not sure exactly how thick they are, but I can inform you that it went trough the leather like paper, no resistance, an excellent purchase if I may say so myself.

When I first noticed the belt wasn't tight enough I unbuckled it but I was at a loss My hip is equipped with a size IWB pistol, and it was cheaper to get a leather punch than buy a new belt. This tool proved to be efficient and easy to use. My belt was not heavy, so I didn't need much force, even to enlarge the existing holes. The new holes look nearly identical to the existing ones, except that the old holes were circular rather than elliptical.

There have been several instances where punches have bent or become damaged when they are used on sturdy leathers. My purse's shoulder strap's hole puncher worked exactly as described. I was able to punch two clean holes on the strap with no problems. We did not have any issues.
In addition to appearing to be used, the ergonomics and comfort of the design were at odds with those claims. This worked fine on a belt strap that was less than 1/8" thick (less than 1/10"), but it took quite a bit of strength to punch through it. Also, it did not deliver a clean blow. My other leather punches have worked without any problems in the past, so it may have been a user If you can buy this product for $13, you can't expect much, but it had so many positive reviews I thought I would give it a try.
