If the terminals are connected internally (meaning only 1 set of wires is required for both plugs), how is that connected?

According to the specifications on the outlet, there is a jumper/bridge built in to connect both the hot and neutral terminals, it simply requires the energized screws to be connected to both terminals at the same time. My old outdoor GFCI died after the lawnmower ran over the extension cord. New one works great and replaced the old one that refused to reset when I should have taken it as a sign to never mow the lawn ever In its place, I bought this one, and it has proven to be a good purchase so far. GFCI outlets were protected by stickers on the box, and there were very clearly marked input and output terminals. They added a nice touch to the event and were genuinely used. This is one of those outlet covers that cover its opening, but nothing outside can be truly protected from heat, cold, rain, high humidity, and other weather conditions. So far this receptacle has not failed to work.
