Yes, it's a welded fence with a vinyl coating. Nothing has gotten into our garden since we put ours up this summer! The holes are far too small, and the fence is extremely sturdy and long-lasting.
It serves as a deterrent to our dogs fleeing. The fence's metal rods and tights hold it in place. We don't have a typical wooden fence in our yard.

You can see in my photo that there are two pieces stacked on top of each other; both are cut to the same "dimensions" of 33" x 12", but one is nearly an inch longer than the other, and the other is easily half an inch wider. The wire bows in the second photo, and the third photo demonstrates how drastically it is off. I don't think I'll be able to get a refund at this point because I got halfway through the roll before noticing how poorly spaced these are, rendering them useless for a project that requires edges to match up.
Regular galvanized wire could have been used, but it rusts after a few years and needs to be replaced if you want a secure and attractive enclosure. The black coating also helps the wire "disappear" in the background of the yard. If you're planning on building an outdoor animal enclosure, this is the stuff to get! It was well worth the extra $20.
It's fantastic! We made it 18" tall with wire snippers, and it works perfectly. It also virtually disappears in the yard due to its black color, which is useful if you have an HOA that gets irritated over gardening issues. Other plastic barriers were eaten by rabbits, but not this plastic coated wire, which I would buy again. It comes in a thick roll that requires some effort to unroll but is well worth the effort.
