They won't swivel because they're bolted down.

What is the maximum weight capacity?

According to the manufacturer's installation instructions, the weight limit is up to 150 pounds.

Are there two pieces to the brackets? I'm curious if the u bend slides into a joint below the mount or if it's all one solid tube. ?

The bracket is great, but the screw mounts are terrible

The brackets were well-made and heavy-duty. The included mounting screws were extremely soft, and when tightened, they mostly broke off. To mount brackets, I had to replace them with wood screws and washers.
