The bag should be able to be used as a carry on if you squash the contents down to 22". If the bag is fully stuffed, it would be too long for a carry-on. As long as it does not exceed the dimensions of carry on luggage, it is okay.
A guess is all I can do. We had dive gear for three people, including fins, snorkel masks, gloves, towels, suntan lotion, and water bottles. The total weight was probably about 20 lbs, but given that the bag was only 1/3 filled, the load was pretty light. There are heavy-duty straps on the straps. Despite only being able to lift a small amount, we could have put a lot more into the project.

THERE IS SALT IN THE Snorkelers who are only interested in fresh water are few and far between. I'll tell you before someone reminds me again. It is true that I can rinse everything in fresh water after my trip (and I do). In addition to being lightweight, the bag has enough reinforcements to fit snorkeling gear just fine, but it is not heavy duty enough to carry It's the zippers that are bothering me. In the description, it was not clear what kind of zippers these were however, three responses to my question said they were nylon or plastic zippers. I purchased two of these to replace 10 year old mesh bags that had served their purpose for a number of years. Arrival of product is ahead of schedule and in good condition.
