Yes, it is for tubing with a smaller diameter. The "31. 8/28. In millimeters, the tubing diameter is 6".
The clamp is adjustable, so it can be moved up and down the stem to suit your needs. Shimano includes detailed instructions for turning either of the set screws to adjust it to your chain ring. My Felt road bike had Omega chainrings, so it was standard. After 6 years, I wore it out and replaced it with another of the same style. It's been fantastic, and after a minor mishap, I was able to fine-tune it better than I had in the previous several years. Otherwise, I'm not sure what "high" or "low mount" means. This is the Front Derailleur; many are "braise on" (weld on), but this one is attached with a clamp and rubber sleeves. Best wishes to you.
Not sure. It's a ten-speed chainring on my bike. I'm fairly certain it'd work. In the "specifications" lists on both the Shimano and Amazon websites, there was a lot of information about how it should fit.

My local bike shop was unable to obtain these from the Specialized vendor for my older Dolce road bike, so I purchased one and gave it to them to use. It was a perfect fit for my worn-out original part.
If you know how to work on a bike, installation was simple. I do, but it won't be for much longer than a year.
