Shimano's specifications state that the maximum range is 11 to 30, with a minimum range of 14 to 25.

Is this a rd-r9100-style model? ss, a small cage?

Yes. Dura Ace rear mechs are only available with a short cage.

Is this something I can do with my 11-year-old son?

It will, in fact. I've got 11 of them. I use this derailleur on my bikes with 28's and it works great.
