Is this going to be able to go over a glass break cap?

No, I don't believe so. This cap replaces the OEM cap and is secured with a screw. In any case, this is a bad idea. It will be difficult to remove the cap quickly enough to use the glass break in a timely manner if you screw it down tight enough to keep it on the end of your baton.

What is the circumference of the inside?

It attaches to the end of a collapsible steel baton manufactured by Asp. I don't have a way to measure the inside diameter, but you'll need the thread size and pitch to see if it'll work with another brand's baton, unless they specifically state that they'll work with Asp.

Is there a retention clip and washer included with the asp friction lock (f series) batons grip cap?

This is a replacement grip cap for the grip cap that came with the grip.
