I did not open it because it was a gift. I believe there is a label on the inside, but when I examine the jacket closely, I believe that the inside label is for learning to swim

It is very unlikely that a kid of this size would leave this thing alone if it had a whistle on it. The cord of the whistle may also get tangled in them if they get tangled in it. It's just an extra toy to make the product stand out, and I suggest you discard it before your child does a banshee move on your eardrums incessantly and/or when you least expect it. In spite of all that, this is an excellent alternative to the standard, bulkier life jackets. The garment was comfortable for my son and he did not complain about it. This is a great thing for a kid who thinks they can swim better than they actually can. We didn't like the crotch strap much, but it was easy to remove, so it would be perfect for any kid who is overconfident. We will only be using this sparingly, so I cannot comment on its stress limits or its durability, but we took it to the water park and to a pool and had no problems or issues with it.
She cannot fall out of the water, and I am confident she is safe. It is safe for me to be in the pool too, but she is safe. By floating, she is able to practice using her arms and legs to propel herself. A note about the crotch strap it has a padded addition for the private area, but it does not stay in place, so I will stitch it. The situation is not as bad as it seems. I would highly recommend this product.
