It was purchased for the purpose of laying the foundation. It's not a "halter" in the sense of a traditional halter with reins and a bit, in my opinion.
I'd like to believe so, given that I have an Andalusian with a long face and a Lusitano with a shorter but wider one!
When untied from the halter, it's close to 12'.
Yes, it will be on the larger side; mine has plenty of room for my 1/4 draft horse. It can only be adjusted to a certain extent.

I got this halter/lead as a cheaper alternative to the "clinician brand" setups, and I'm very happy with it! It replaces a wide-nose rope halter and a shorter lead for more control in groundwork, and it works exactly as I'd hoped. You might miss the metal snap and third knot on the noseband if your horse is less sensitive, but if he's not too heavy, this should suffice.
This halter is fantastic. Over the course of 20 years, I've worn what I thought was a traditional halter with metal hardware. I no longer reach for that halter now that I have this one. It is something that both my horse and I enjoy.
She looks fantastic in it, and it has been extremely beneficial to her training! It appeals to me because it is devoid of metal.
I was pleased to see how stiff the halter is and that it appears to be of good quality. It's not how I would have attached the halter to the lead, but I suppose it'll suffice. Please take note of the following: The end of the lead that connects to the halter is knotted, and the very end is frayed a few inches, exactly as shown.

It performs admirably. Leading the horse with a long reach and silver tip is a great addition. It's a good material, very thick, and it's held up well for three months.
This halter and lead set is absolutely stunning. It's a little stiff at the moment, but I'm sure it'll soften with use.
