I do not agree with that If you are planning on performing heavy thrusts, I would suggest the Hampton bar pad.
I was able to push my hips with heavy weights while being extremely comfortable.
If you do not strap this pad to the bar, it will fall off. I don't think the picture is accurate because there is a gap in it. There is a considerable gap between the two. It required straps, so I gave it away and bought the Iron Bull Strength Advanced Squat pad instead.
If that's the bar you are talking about, I think that I have a Cap EZ Curl Bar. Even though the pad fits onto the bar and appears to be secure, it's not the proper application for it. At the edges of the pad, the pad starts to come off, and the weight of the bar/weight would dig into the pad (due to the irregular bar shape). I would think that this would cause the pad to wear out on the inside.

The reason they don't call them neck squats is exactly for this reason. Your back should be facing the bar. If it is resting on your shoulders/traps, it is in the correct position. You should never let your neck touch the ground! In these cases, you aren't going to need the pad since you will be squatting with the bar on your back! How would you use this?
