No, I doubt it. It might work if you have a wood stair/ladder outboard of the pool with a wood "landing" over the top of the pool edge that reaches out over the pool edge. This ladder must be attached to two flat loops that are screwed into something substantial (2 screws each) to keep the screws in place. The loops are screwed into a wooden dock in the case of my pond. I'm curious if there's anything similar to hold the anchors in an above-ground pool.
Yes, you'll have to re-cut and re-cut the material. Each step should have a hole drilled in one end.

From my fixed-height dock, I wanted to construct some shallow-water steps. I came across this ladder and decided to try it. It's ideal: sturdy and with a 5 1/2" step width that I like. Because it's so simple to remove and install, I can keep it dry on the beach when I'm not using it, preventing it from becoming slimy or stolen. The appearance, strength, quality of included hardware (all stainless), and ease of use of this ladder far exceeded my expectations. The seller followed up with an email to inquire about my satisfaction after the delivery arrived ahead of schedule. It's something I'd suggest to others.

This (3 step) was purchased to replace a drop down on our pontoon boat that had narrow steps that were causing us discomfort. This ladder's wide steps provide excellent comfort. The grip nuts are made of stainless steel, and assembly took only fifteen minutes. It's sturdy; I'm 260 pounds and it easily supports me. I wanted it to be able to tilt up while the boat was moving, so I made two nylon pieces to go on top of the loops that held it to the deck. The pieces are 1/2 inch thick, 1 inch wide, and 3 inches long. To keep the J bar in place, I used a longer bottom bolt.
Have a sturdy cedar dock, but a 200-pound climbing ladder will lift the boards into which the mountings are bolted. As a result, I added a 2x4 under dock that spans the mounting boards. This is a sturdy ladder. My purchase was a great success. The steps are nice and wide, and the railing is sturdy. Because my wife and children can easily get in and out of the boat, they enjoy going out on the pontoon even more. Three steps is the ideal height for us to pull up to go swimming.
