Hello, it depends on the type of deck you have; typically, we use a 2 inch bolt with a 6 inch cleat, which is ideal for aluminum boats. However, if you're building a wooden boat, a longer bolt may be required.

On my 24' pontoon boat, I installed these. I like that the screws go through the upright posts, keeping them under compressive load to add to the structural integrity. We're on a lake, so we don't have to worry about pounding seas, but these don't flex with any strain we've put on them, tying off to shore after beaching with 200 lbs bodyweight down on the line. If the screws only go through the base, you're relying solely on the casting.
When I went to install them, I discovered that the mounting bolts were not included in the package. I had to go to a local hardware store in order to obtain the proper mounting hardware.
These cleats were purchased for my garage cabinets. They appear to be made of stainless steel of high quality. I'd put them on my sailboat without hesitation.
