I love the bell that I bought for my pup. Despite not understanding why the whistle sounds, he seems to be captivated by it, and seems to catch on fast. The clicker definitely makes him stop and pay attention (he doesn't seem to know where it comes Lights on the ball catch the attention so it's a good attention getter.

A dog whistle of high frequency is not the thing

It does not bother the dog's ears and you will hear it. In an ideal world, a high frequency dog whistle would be available. Though it is marketed as a whistle, this product is actually just a standard It doesn't seem like a dog feeding bell would be very useful to me. It is better to hit the dish with kibble. Squeaky balls and treat clickers are very appealing to me.
