It is not advisable to dilute the dosage. In a diluted state, the medication will not work properly as it will be under dosed.
As for using safeguard on a dog or cat, yes, it is safe to do so. If you are not sure of the proper dose of fluid to give, call your veterinarian.
My experience is the same. 222 mg of Fenbendazole are contained in one gram of the product.

Keeping with the instructions on the box, I recently bought 4gram boxes and a 1gram box, which will allow me to give me 97lbs of GSD in two (4g) +1 (1g)pouches over the course of three days. During the evening on a Wednesday, she received the first dose. I was woken up by my dog two hours a day for him to be let out. He had diarrhea that was incontinent. She is supposed to have a clean intestine because the drugs are getting rid of the waste. When the clock strikes 7, however She began having pure blood diarrhea at 30am Thursday (still after the first dosage). The only thing she passed was blood, like water from a faucet every time she pooped. My mother would call me every two hours after I got home from work On that day, it took 3 hours to release her, and if she was let out even once there would be thick blood dripping. Since it didn't get any better, I took her to the veterinarian as soon as I got to work on Friday. We paid $400 for our vet. The product was awful, and I would never buy it.
