No, I do not believe that is true. It has bristles that are soft to medium. For your poodle, I believe you should use a brush with a strong bristle.

For years, I've been looking for a brush with softer bristles like this! On my two boxers, it's great!.
This brush is only marginally better than average. However, the price tag isn't justified. It should have cost no more than $3, because the bristles fall out easily and it's difficult to clean and remove dog hair. Furthermore, it is ineffective at removing stray hairs from my dog. It's mediocre at best, but I'll give it three stars because it's purple and has a lot of bristles to compensate for any that fall out. I wouldn't buy it again unless the price was $1!.
