No, I doubt it. My Maltese Pomeranian is one of my pets. She weighs 12 pounds and fits perfectly inside it, with only a little extra room. And the strap's attached cloth is already tearing, so I'm afraid a larger dog would snap it.
The bag was purchased specifically for my bird-- I recently added a perch to my home. So I can't comment on the weight, but I can say that the bag is much bigger than I anticipated. It's lovely, and I'm glad I bought it.
The top has a mesh layer that zips on both sides (and has a middle opening), which the animal can pop open, so you velcro a top layer over it. Personally, I wish the mesh was completely zipped so you wouldn't have to worry about the pet opening it. Despite the presence of a top layer, it is only velcro, which is unreliable. This carrier appeals to me because it resembles a bag rather than a pet carrier, which is exactly what I was looking for.

My puppy enjoys being in this bag because it is so adorable. The issue is that this bag is of terrible quality. My dog doesn't even touch the area where the side pocket is frayed and the strings are coming loose. I've only had my Puppy for three weeks, and this bag already appears to be falling apart! It's a pity because I really wanted to like this bag.
It appears to be of low quality. There was nothing I liked about it.
This is a lot bigger than I thought it would be. It's nice; I put up a perch for my small parrot on it.
The over- I was most concerned with the shoulder strap. The bag is attractive, soft, and the bag's foundation could be sturdier, but it is an excellent product that I use on a daily basis. There haven't been any issues so far.
It was not worth the money I spent.
It was a little too big for my needs, but it's a stylish and well-made carrier.
