Rather than asking IF your cats will ride in the side bags, I would ask IF they WILL. This is probably not something they should do.
Although I don't know how you would measure her, I would guess the small would fit your beagle based on the size of mine. I have a Daschund mix who weighs 16 pounds, and the pack fits her, but is a little on the large side. I had to tighten the underbelly straps almost all the way. The girth has a lot of room to expand.
As for me, I have been unable to clip a leash to mine. If that's important to you, you might want to check out the Kurgo (I was very happy with that one). It is definitely worth checking out! an 80 pound female German Shepherd. Our extra large dog pack is the perfect size for her. Whenever we go to the park or on a hike, we have her wear the pack. In this box we can place treats, her water, a tennis ball, and things we take on hikes with us. Seeing as she just started using the pack, we don't put heavy items in it since we want her to be comfortable with it as soon as possible. The dog will slowly become used to the positive association between the pack and treats if they are treated when they wear it. In addition, it is made of excellent materials and looks very good.
