Yes, it would be ideal for a cat and two kittens to live here. We covered ours with a roof (last year it was a plastic bin lid tied down with a cord, lol, but this year my husband built a proper roof) and then covered the door with a small towel (removing the velcro-attached plastic piece) until they figured out the door. This house (we bought two) is one of my favorites, and our cats are always inside.
End panels of material are sewn into the fleece cover to keep it from sliding off the top of the heating pad. The cord exits at the level of a hole in the back of the house, allowing you to plug it in.
I wouldn't do it in direct contact, and we keep ours in a plastic dog house to keep it dry. A fleece blanket that is not in direct contact with the heated pad covers and surrounds our cat home on all sides. I imagine you could do something similar with straw, but on the outside rather than the inside, if that makes sense.

The first issue stems from the product's misleading title and description. "Outdoor"? Unless it's placed in an already-covered outdoor structure, it's not. The entire description is written in such a way that it gives the false impression that this small house can be used outside to keep a cat warm and protected from the elements. Nothing could be further from the truth in this case. br>br>Until you receive the product and read the USE INSTRUCTIONS (picture included), the truth will remain hidden. br>1. "Place on a hard, flat surface in your home or inside a doghouse or kennel. " It's best to pick a location that's sheltered from the rain or snow. "br>br>Considering the structure of this cat shelter is essentially cardboard, this shouldn't come as a surprise; after all, if you're considering this product, you're about to pay around $67 for a fancy cardboard structure that will fall apart if allowed to get wet. The door flaps, which are secured on the inside with velcro, only allow for easy access inside the shelter but not out, which is a major safety concern. Outdoor cats, feral cats, and stray cats are not suitable for this item. It should not be used in wet or snowy weather with the heating pad, and even without it, this fabric house will not wick moisture and the construction is too flimsy to withstand wet or stormy conditions. If you have a clean, dry, unheated garage or enclosed porch with a grounded, three-prong electrical outlet, you can use it. It doesn't get very hot. a very small amount I would have returned it if he didn't need it right away and in such a desperate manner, but he does. I'm going to look for a new heating pad.
