It leaves a residue on the back that, with care, can be removed.
Depending on the type of paper, it may ruin the image. It ruined the wall in my experience.
I haven't tried it for that, but I did try it on my white enamel refrigerator and it held up well.
I'm not sure, but I only use it for nail art to keep my nail tips in place for designs, and it works great. I believe this will suffice for your needs.

This was applied to painted walls by our daughter. We wish she had given it a thorough test before putting it to use. It left stain marks, so we'll have to repaint now.
I had my stained glass work on display for the first time, and I wanted to label each piece with its title and price tag. I purchased this Tack-It Tack-It Tack-It Tack-It Tack-It Tack-It Tack It was a product I used in the hopes of keeping the tags in place. The show was in a local restaurant for a month, and they didn't want me to ruin the paint, which I understand. The putty was simple to apply, held the product in place well, and left no marks. This is fantastic. Thank you very much. It improved the overall appearance of my show.
In my kitchen and bathroom, I purchased these and placed them under drawer organizers. I used more than two-thirds of the package, placing one on each of the plastic and mesh drawer organizers' upper and lower corners. When my neighbor saw what I was doing, she thought it was a great idea and gave it to me. Bummer. They put in three years of effort. After 5 days, the organizers began to move around again. I tried to hold them down for another minute, but they began to slide again after a day or two. And this despite the fact that most of the drawer organizers were pressed up against other organizing pieces in the drawer. You know those InterDesign drawer organizers, which are my favorites and come in a variety of sizes to accommodate the various items you want to organize? I also have a light mesh 7 compartment one for my silverware drawer, which I filled with 10 larger putty pieces and it moved as well. As a result, it didn't work for me, and I never tried them on photographs or anything else. These were things I had given up on.
I bought these with the intention of using them to hang posters on my daughter's wall. The posters were not particularly heavy and were rather thin. We cleaned and dried the wall, then waited a few minutes before putting these on the poster to hang on the wall. It fell off the wall in a matter of minutes, proving that these aren't up to the task.
I'd had enough of the framed photos that were slanted. It was perfect for my application. My art instructor recommended that we use this to erase mistakes when using colored and graphic pencils on our artwork, and it arrived on time. It is gentle on the expensive paper and can be shaped to create subtle lines and highlights. It functions admirably.
This wall putty is used (and reused) by me to decorate the walls of our home with seasonal decor. Glitter silver and gold snowflakes adorn my tree in the winter. Colorful butterflies can be found in the spring and summer. These fabric fall-themed projects are something I do in the fall. Gold glitter is strewn across colored leaves. I used it just a few days ago to hang a 73"48" laminated world map. It hasn't even moved a smidgeon! With this wall putty, nothing has ever come loose from my walls. It also doesn't remove the paint from the walls and doesn't leave an oily residue. It gets two thumbs up!.
