No, it was not designed to be played while on a stand.
It's for a 3/4-size bass violin that we use. Setting it up on the stand just right so the neck can be clipped in is the only tricky part. But, aside from that, it's fantastic!
The instrument's supports are height adjustable (sliding up and down the stand's legs), so 17 inches shouldn't be an issue. My endpin is set at about a tenth of a pound. 12 inches (bass), with a couple of inches of clearance below the endpin, and the bass can be rested in the supports. The cello will typically sit higher on the stand than a bass, as shown in the photos with the stand, but 17 inches would not be an issue. I'm sure you could leave it out and still have enough clearance to keep it a few inches off the ground.
It can even hold my full-size bass guitar.

When compared to keeping the bass in the case, storing it on the stand saves a lot of time. It's been convenient for my daughter to have it out there.
The stand is extremely sturdy and well-made, as well as being extremely stable on the floor. The stand is ideal for keeping my cello safe and out of the way in the corner of my practice room (with the end pin extended). It's ideal for me because I enjoy playing my cello frequently throughout the day. I find that I play a lot more now that I have this stand because my cello is always set up and ready to go. I don't have to be concerned about leaving my cello unprotected on the floor, and I don't have to remember to put it back in its case after every practice.
This stand is ideal for displaying it in our living room without having to remove it from its case. He now plays every day because of the convenient access. It's sturdy, convenient, and doesn't take up a lot of room.
My daughter has had one of these stands since she was in Middle School, six years ago. The stand has hardly any wear and tear, despite the fact that we have moved twice in those six years. It doesn't slide or move around once it's set for your Bass, so you don't have to take your instrument off and on every day. So, before I even left the store, I was on the mobile app ordering a second stand for our daughter's second Double Bass (College).
Holds a large double base perfectly, and it's the cheapest option that still looks good.
