Yes. We use it for a 15 1/2" viola with plenty of room to spare. It's possibly a little big for a 14" and could use some padding. The case appears to be functional.
We bought it for a 16 and it fits perfectly, but it also extends to fit a larger person. According to the description, this item can hold up to 16 people. I'm not sure if it extends far enough for a 17, but it's a possibility.
This one is a definite winner. If the instrument is not held correctly, any shoulder rest can fall out of place. When there is a lot of stress and people are distracted, this can happen during a concert. In most cases, it isn't a problem.

Typically, violas are 5 or 16 inches long, and this rest can accommodate viola bodies of varying widths. However, I have a relatively long neck, so even if I let the screws out as far as they can go while remaining attached, there is still some discomfort from having to compensate for the shortness of the rest. Also, when it arrived, the foam was already coming unglued from the body of the shoulder rest; I secured it with super glue and no other detachments yet, but I feel like, under regular or excessive use and wear, the foam will probably come unglued again in some way. br>br>It's clearly not a high-end shoulder rest, but it's 1) better than nothing, 2) does the job, and 3) will do until I upgrade!.
Because my son's neck is longer, this shoulder rest made it difficult for him to comfortably hold his viola. The metal portion that connects the chin rest to the base of the viola always dug into his collar bone because he couldn't adjust the shoulder rest high enough, making playing a pain. Since then, we've discovered a much better shoulder rest that can be adjusted to accommodate a longer neck and makes holding and playing the viola much more comfortable. A good amount of padding and a comfortable shape. My shoulders are broad and I stand 6' tall. It's the right size for me. Well for the viola in the size of a 5" viola. I like that it doesn't have the tilt feature, which I found on the Kun to be unstable and uncomfortable - especially as it loosened up over time.
It also appears to be durable.

It's simple to use, well-made, comfortable, won't fall off, and it fits in his bag.
