It's difficult to find something like this at a reasonable price, but pdp does. In a Sonor Force base shell, this is used to cover the tom mount hole. For me, it worked fine, and the hardware was nice as well.

The black had a nice shine to it. Unfortunately, I needed the chrome, which was not only more expensive, but also of lower quality when I received it. The finish was dull and matte, similar to that of chrome. I tried exchanging it but would have had to pay an additional $7 to return it because it didn't match the PDP chrome lugs. Plus the $7 I spent returning the black one, I'd have been out $14, not to mention the price difference between chrome and black.
