Is it two in a set?

There is no one. The II refers to generations 2 and 3.

Can this be used with Alpha- What does one RMR mean?

You can use this anode with the AHPA- The rate per RMR is 1.

When used in fresh water, is it effective? There have been reports that zinc anodes may be used to prevent rust in your evaporative cooler. In fresh water will this product work?

You should be able to use it.

Anticorrosion stopper - perfect for protecting your machine! You need to replace these periodically if you use your boat in salt water

Alternatively, Mother Nature will eventually "eat up" your stern drive. Get cheap insurance now! The prices on Amazon are great as well.
