The ownership stamp is what they're referring to. If the tank is rented, only the company whose name is printed on the ring can refill it. Anyone can refill or swap a ring if it is blank or says "customer owned."
Yes, it is certified by the Dot. On the tank, there is a date stamped on it. DOT 3AA 2015 is stamped on the one I purchased last year.

I got a beautiful new tank that appears to be of high quality. There isn't much to discuss. It's a gas cylinder, and it appears to be in excellent condition and well within the legal limits. There's nothing wrong with this picture. br>br>At first, reading some other reviews worried me, because I might have assumed there was a problem as well if I hadn't done my own research. I'd never bought one before, so I did some research (which took no time at all). "DOT 3AA 2015" is prominently stamped on the cylinder markings, which to the untrained eye appears to be a date, indicating that the cylinder is 5 years old. The year 2015, it turns out, has nothing to do with a calendar year. The DOT 3AA 2015 specification code is issued by the United States Department of Transportation. 3AA denotes high-pressure steel, and 2015 PSI denotes the tank's service pressure (see the table I uploaded). br>br>In the codes stamped on the tank (see photos), the manufacture date is a little more cryptic. So, I believe you can ignore the negative reviews claiming it was 5 years old, etc. , as I don't believe that is the case, but rather a misinterpretation of the stamp marks on the tank. The tank in my case was built and certified about 14 months ago. within the realm of possibility br>br>I responded to some recent negative reviewers on my tank with some code decrypting, which you can find if you search for some of my negative reviewer comments. On the photos I uploaded, I've included some information. It is hoped that it will assist you in making your decision.
When one of them runs out, I take it to my local welding supply store to have it refilled. It was never a problem for me to refill them. They don't refill them on the spot, but if I get there before noon, it will be filled the next morning. They do not exchange bottles; I receive the same bottles as before. Also, I had my company name stamped into the neck rings from the beginning to avoid any future confusion. I pay $40 for a refill, which is standard in this area. There's no way to go wrong with these.
Look for a new, full tank that is less expensive. It will not take place. What else is there to say? Tank is brand new and comes with everything you need to get started. It even arrived one day ahead of schedule. This was an excellent purchase. This is something I would recommend because the price is great and the seller was fantastic!.
This tank was nearly $200 less than what I would have paid Airgas for the same tank, and it is still of good quality. With my MIG welder, the C25 gas works perfectly.
Everything appears to be in working order, but the tank was stamped in 2015, which is a year earlier than stated. In my case, it was not worth returning, but double-check the date when you receive it.
I've tried it out with my mig welder and it's fantastic! The tank's test date was only 10 months old, which means I'll be good for another 9 years before I need to replace it. Overall, this was a fantastic deal!.
With no guesswork, it's perfect. I hooked up my Lincoln welder directly to my computer and started working on the body work. To do proper body work, you'll need gas; metal is far too thin to work without it!.
The tank arrived in four days, was confirmed full, and had a fresh DOT stamp. I've since used up the gas in this bottle and replaced it with a full bottle from my neighborhood gas station. There were no problems, and this is a good deal if you want to own a bottle for frequent exchanges rather than renting a cylinder. Great deal, and the seller was very responsive.
