You are entirely correct. there are three components
Is it possible for an open valve to be locked out? Is the pipe parallel to the ground?
Close the valve and install the device perpendicular to the pipe connected to the valve handle.

I'm still not convinced I applied properly. There was nothing I could do to keep it from slipping away. Zip ties were used to keep it in place.
