No, I don't believe that is true. It's meant to take the place of the lid and the hoop lock.
The lid is extremely light. It will be moved by the wind and small animals.
It hasn't rusted at all, to my knowledge.

The only drawback for that purpose is the top handle, which is not watertight and will leak. Before buying the lid, I read that in the reviews, so I carefully removed the handle and caulked the holes left behind. It's a little oversized and lighter than most feeder lids, but it does the job for less than $10. I would purchase this item again.
This is billed as a 55-minute massage. lid for a five gallon barrel However, it does not have a specific fit because it simply rests on top of the barrel. It's not snappy or secure in any way. I would have just bought a large plastic Rubbermaid lid to accomplish the same thing if I had known.
I drilled holes in each side of the lid to attach a piece of wire to hold it down, and it worked great to cover the barrel. br>I also wrapped the handle in silicone as a precaution. I'm not sure if it will leak, but I did it anyway. It's a great deal for the money.
Silicone caulk was used to seal the small gaps. I had to bungee cord it to my 55 gallon drum because it was so light.
I had previously purchased a metal barrel but was unable to locate a top cover. This one was discovered and it works perfectly.
The Drum cover is extremely effective.
Underneath needs to be caulked. To waterproof the handle, you'll need to caulk underneath it.
